Recognizing past efforts of the UN Permanent Forum on Indigenous Issues and the Economic and Social Council Resolution 2000/22,
Mindful of the revised 1503 procedure which promotes and protects basic human rights,
Recalling the standards set forth by the Universal Declaration of Human Rights,
Alarmed by the plight of indigenous peoples in their ongoing struggle to find a representative voice in government and in the United Nations,
Taking into consideration the need for increased involvement and education of indigenous leaders in the UN forum,
Emphasizing the unique and diverse needs of individual indigenous groups in addressing their specialized interests within a much larger UN forum,
Acknowledging that indigenous peoples contribute significantly to the cultural and societal value of their nations,
Understanding the need to preserve the unique cultures and traditions of indigenous peoples,
1. Strongly encourages governments to establish cultural resource centers for the people, with a specific emphasis on cultivating appreciation for the societal contributions of indigenous peoples;
2. Endorses that the following be done to positively augment the productiveness and effectiveness of the PFII:
• Establish a PFII Representative College program to be held at previously established host universities within designated nations, which would host representatives of all indigenous groups;
• The UN PFII Representative College program would provide an intensive one year study to prepare indigenous people to understand how the UN functions and operates;
• Each year, five invitations would be extended by the PFII established College program, to each indigenous group, as defined by the ILO Convention on Indigenous Peoples;
• Such invites would enable elected representatives of each indigenous group to attend the UN PFII Representative College program;
• Each indigenous group shall elect one of the graduated representatives to serve in their respective PFII Geo-Cultural Sub Committee;
3. Calls upon all able Governments and parties concerned with indigenous representation to contribute to the strictly voluntary UNEFRI fund;
• collecting and distributing monetary resources to be utilized in the education and training of indigenous leaders worldwide in representing the interests of their peoples in the UN forum;
• supporting the UN PFII Representative college in coordinating the aforementioned activities;
4. Calls upon all able Governments and parties concerned with indigenous representation to contribute to the strictly voluntary UNEFRI fund;
5. Endorses the establishment of separate ad-hoc committees to address specific aspects of representation of the rights of indigenous peoples, including health care, social development, and environmental conservation;
6. Strongly Emphasizes that all of the above proposed measures are in no way intended to interfere with the sovereignty of any nation;
7. Calls upon all nations to utilize their media resources to promote the understanding of the interests of indigenous peoples;
8. Encourages all nations to preserve the traditional medicinal practices of indigenous peoples, while providing sufficient support structures for healthcare;
9. Calls upon all nations to devote significant time and effort to the preservation and conservation of the sacred grounds and territorial properties of indigenous peoples;
10. Strongly emphasizes that all nations establish standards for the humane treatment of women within indigenous groups, and investigate and prevent instances of human rights violations and cruelty against these women.
