MUN: Resolution for UN Economic and Social Council

Recognizing past efforts of the UN Permanent Forum on Indigenous Issues and the Economic and Social Council Resolution 2000/22,

Mindful of the revised 1503 procedure which promotes and protects basic human rights,

Recalling the standards set forth by the Universal Declaration of Human Rights,

Alarmed by the plight of indigenous peoples in their ongoing struggle to find a representative voice in government and in the United Nations,

Taking into consideration the need for increased involvement and education of indigenous leaders in the UN forum,

Emphasizing the unique and diverse needs of individual indigenous groups in addressing their specialized interests within a much larger UN forum,

Acknowledging that indigenous peoples contribute significantly to the cultural and societal value of their nations,

Understanding the need to preserve the unique cultures and traditions of indigenous peoples,

1. Strongly encourages governments to establish cultural resource centers for the people, with a specific emphasis on cultivating appreciation for the societal contributions of indigenous peoples;

2. Endorses that the following be done to positively augment the productiveness and effectiveness of the PFII:
• Establish a PFII Representative College program to be held at previously established host universities within designated nations, which would host representatives of all indigenous groups;
• The UN PFII Representative College program would provide an intensive one year study to prepare indigenous people to understand how the UN functions and operates;
• Each year, five invitations would be extended by the PFII established College program, to each indigenous group, as defined by the ILO Convention on Indigenous Peoples;
• Such invites would enable elected representatives of each indigenous group to attend the UN PFII Representative College program;
• Each indigenous group shall elect one of the graduated representatives to serve in their respective PFII Geo-Cultural Sub Committee;

3. Calls upon all able Governments and parties concerned with indigenous representation to contribute to the strictly voluntary UNEFRI fund;
• collecting and distributing monetary resources to be utilized in the education and training of indigenous leaders worldwide in representing the interests of their peoples in the UN forum;
• supporting the UN PFII Representative college in coordinating the aforementioned activities;

4. Calls upon all able Governments and parties concerned with indigenous representation to contribute to the strictly voluntary UNEFRI fund;

5. Endorses the establishment of separate ad-hoc committees to address specific aspects of representation of the rights of indigenous peoples, including health care, social development, and environmental conservation;

6. Strongly Emphasizes that all of the above proposed measures are in no way intended to interfere with the sovereignty of any nation;

7. Calls upon all nations to utilize their media resources to promote the understanding of the interests of indigenous peoples;

8. Encourages all nations to preserve the traditional medicinal practices of indigenous peoples, while providing sufficient support structures for healthcare;

9. Calls upon all nations to devote significant time and effort to the preservation and conservation of the sacred grounds and territorial properties of indigenous peoples;

10. Strongly emphasizes that all nations establish standards for the humane treatment of women within indigenous groups, and investigate and prevent instances of human rights violations and cruelty against these women.

TOPIC: AFFIRMATION AND CLARIFICATION OF MOTIVES IN THE PERMANENT FORUM ON INDIGENOUS ISSUES
SUBMITTED BY: SPANISH DELEGATION, ECONOMIC AND SOCIAL COMMITTEE

The delegation of the Kingdom of Spain fully supports the motives of the Permanent Forum on Indigenous Issues. The delegation from the Kingdom of Spain wishes to increase indigenous peoples’ representation in the United Nations by attempting to further resolve issues of culture, health, human rights, education and environment, as related to indigenous peoples. This delegation proposes that through a specific emphasis placed on educating indigenous peoples, a better educated population will result, thereby better qualifying said indigenous peoples for representation in the United Nations. Such an emphasis would be placed by enacting such measures as raising public expenditure on education to at least 4 percent GDP as recommended by UNESCO, and allowing indigenous peoples to maintain their identity as a separate culture while integrating increased educational expenditures. The Kingdom of Spain would also like to see increased participation in the PFII by countries that are already members of the United Nations.

To The Economic and Social Council,

Aware of the UN Permanent Forum on Indigenous Issues, cited from the Economic and Social Council Resolution 2000/22,

Aware of the Universal Declaration of Human Rights,

Desiring that there be increased representation for indigenous people,

Disturbed that member governments often ignore groups of indigenous people,

Deeply concerned that the United Nations Permanent Forum on Indigenous Issues is not sufficiently structured to fully represent the rights of indigenous people,

Calls upon the Economic and Social Council to restructure the Permanent Forum on Indigenous Issues, cited from the Economic and Social Council Resolution 2000/22,

1. Endorse that it be revised in the following manner:

• Seven schools be created to educate interested diplomats
• Provisions be made so each of the seven geo-cultural regions already established have three members instead of two;
• The three members will include one government-appointed representative and two experts on indigenous people relative to the geo-cultural region represented;
• The three members meet tri-annually with a sub-committee of one elected representative from each indigenous group within the geo-cultural region;
• Candidates wishing to be elected to the sub-committees must attend
• Create a provision that seven schools, one for each geo-cultural region, be established to teach representatives about how the United Nations functions and operates, in order to allow representatives in the sub-committees

The Economic and Social Council,

Gravely concerned at the current lack of indigenous representation in the United Nations;
Observing the work of the Permanent Forum on Indigenous Issues in attempting to integrate the representation of indigenous peoples into the structure of the United Nations,
Underlining the obligation of sovereign nations to recognize the provisions of international humanitarian law,
Recognizing the existence of the Voluntary Fund for Indigenous Populations and its purpose in relation to the expansion of indigenous rights to include representation in the United Nations,
Recognizing also the provisions of the Declaration on the Rights of Indigenous Peoples, highlighting in particular the rights of indigenous peoples to self determination not to exclude the desire for representation in the United Nations;
1. Endorses the following procedures for increasing the representation of indigenous peoples in the United Nations:
• Adoption and implementation of anti-discriminatory legislation;
• Mandating contributions to the Voluntary Fund for Indigenous Populations while changing the entity’s formal name;
• Expanding representation in the United Nations not to exclude any nation wanting to be included in it;
• Awarding such representation supplemented only by a formal guarantee of equity with the representative body and issuing each nation included in the above stated entity the same participatory rights as all others;
• Said rights of completely equal representation for all nations to be established at a forum involving only those nations already represented in the international body of the United Nations;
2. Guarantees the above stated rights to any nation who wishes to gain representation in the United Nations, but without each nation first meeting the following two prerequisites:
• Must be a sovereign nation;
• Must also be at peace with the rest of the world- externally, and internally as well, to include the absence of civil wars;
3. Authorizes the establishment of a forum to meet for not less than five days in Geneva, regarding the expansion of indigenous peoples’ representation in the UN, and to include representation from every nation already within the UN and from those nations not within the UN that wish to pursue the goal of immediate representation in the United Nations upon verification of the current members that said nation meets all conditions above stated and elsewhere.
