Caged Men in Hong Kong

The slums in Hong Kong consist many times of “caged men” who are tenants living in wire cages. The cages protect the tenants from being robbed of their belongings in the night. The cages are primitive, and generally there is no infrastructure, limited utilities, and virtually nonexistent other public services.
