Brutus thinks that he should be taken more seriously than people are taking him, for he feels that he is way too honest and trustworthy.
Cassius’s heart is thirsty for a commitment by his partners, as he tells Lucius to overfill his cup.
Brutus is basically saying carpe diem, or “seize the day”, because when this high tide is here, it is best to take advantage of it, and not let it pass, or else much harder things will come in life.
